Los Angeles Movie Theaters Now Require Proof of Covid Vaccination
SafePass LA (Ordinance No. 187219), which requires patrons of covered locations to demonstrate proof of full vaccination against COVID-19 before entering indoor spaces and large outdoor events within the City of Los Angeles is nearing its effective date. The new ordinance only requires patrons of businesses to show proof of vaccination or proof of a negative COVID-19 test. Employees are not included in the SafePass LA program and therefore employers are not required to verify proof of vaccination for their employees, although they are strongly encouraged to do so. SafePass LA was effective November 8, 2021. Enforcement begins November 29, 2021.
The City of Los Angeles has listed the types of entities that will need to ask for proof of a COVID-19 vaccination under SafePassLA for the indoor portions including:
A. Establishments where food or beverages are served, including but not limited to, restaurants, bars, fast food establishments, coffee shops, tasting rooms, cafeterias, food courts, breweries, wineries, distilleries, banquet halls, and hotel ballrooms;
B. Gyms and fitness venues, including, but not limited to gyms, recreation facilities, fitness centers, yoga, pilates, cycling, barre, and dance studios, hotel gyms, boxing and kickboxing gyms, fitness boot camps, and other facilities used for conducting indoor group fitness classes;
C. Entertainment and recreation venues, including, but not limited to movie theaters, music and concert venues, live performances venues, adult entertainment venues, commercial event and party venues, sports arenas, convention centers, exhibition halls, museums, malls, shopping centers, performing arts theaters, bowling alleys, arcades, card rooms, family entertainment centers, play areas, pool and billiard halls, and other recreational game centers; and
D. Personal care establishments, including spas, nail salons, hair salons, barbershops, tanning salons, estheticians, skin care and cosmetology services, body art professionals, piercing shops, and massage therapy, except as medically required.
Outdoor events in the City of Los Angeles with an attendance between 5,000 and 9,999 individuals will also fall under the SafePass LA ordinance. Businesses must check for proof of vaccination upon the patron’s first in-person interaction with staff. Outdoor events must check for proof of vaccination prior to entering the event. The ordinance defines fully vaccinated as “14 or more days after completing the entire recommended series of vaccination. An individual is considered fully vaccinated at least two weeks after receiving a second dose of the Pfizer or Moderna COVID-19 vaccine or two weeks after receiving the single dose of the Johnson & Johnson Janssen COVID-19 vaccine.” SafePass LA will still require patrons to wear masks when not actively eating or drinking.
Los Angeles County’s was voted into law on October 6. “If we ever want to get back to normal, to what Los Angeles was like pre-COVID, we need to stop the spread,” council president Nury Martinez said at the time. “If individuals want to go to their gym, go to their local bar without a mask, you need to get vaccinated. And if you want to watch a basketball game, a baseball game, go to a concert in a big venue, or even go into a movie theater, you need to get a shot.”
