Frank Lampard is eager to recruit two new signings for Everton but must wait for the Premier League to give the Merseyside club the green light to start spending again.
Lampard is interested in the services of Southampton full back Kyle Walker-Peters after Jonjoe Kenny left to the club to sign for Bundesliga club Hertha Berlin this summer.
Lampard is also keen to reunited with teenage starlet Armando Broja – who was breaking onto the scene at Chelsea when the former England star was still the manager at Stamford Bridge.

Lampard would like to complete a major squad overhaul at Goodison Park to prevent his side from being dragged into another relegation battle next season.
However, Everton’s dire financial situation has made it hard for the manager to bring in new players this summer.
Additionally, the Premier League are involved in long-term negotiations with the Toffees over profit and sustainability rules.
Therefore, James Tarkowski is the only player they have managed to secure this summer – signing the 29-year-old on a free transfer after five years at Burnley.
However, that hasn’t stopped Lampard from browsing. According to The Mirror, the Everton boss has identified Walker-Peters and Broja as potential targets.

Walker-Peters has become a highly sought after player following his move from Tottenham to Southampton two years ago.
Walker-Peters featured 37 times for the Saints last season and even earned himself a call-up to Gareth Southgate’s England squad.
The 25-year-old handed his first two senior caps for the Three Lions during their friendlies in March of this year.
He made his debut in England’s 2-1 victory over Switzerland at Wembley – playing 62 minutes in a right wing-back role.
Lampard is eager to get hold of Walker-Peters as he believes the young defender will turn in to a star. Additionally, he is keen to fill the void left in his team following Kenny’s departure.

Additionally, Seamus Coleman is set to turn 34 in October and Nathan Patterson has failed to hit the heights expected of his following his transfer Rangers.
Lampard is also interested in signing his former Chelsea starlet, Broja. However, the youngster has also drawn strong interest from West Ham, Napoli, Newcastle and Southampton – where the Albania striker netted nine goals on loan last term.
The 20-year-old showcased his varied attacking abilities during his south coast loan last season, and is now thought to be ready for a permanent challenge.
The Slough-born forward would relish the chance to break into regular first-team contention with Chelsea.
However, Everton are primed and ready to step in should Broja not be given the opportunity at Stamford Bridge.
