ficci: Ficci, CII focus on bed occupancy in fight against Covid – Times of India

NEW DELHI: Industry bodies — CII and Ficci — have suggested a graded highly-localised plan for Covid-impacted areas instead of state-wide strategy, which is linked to bed occupancy in hospitals as against the current system of restrictions kicking in when the case count goes up.
For instance, CII has suggested a plan to allow only half of the fully vaccinated employees in government and private offices in case hospital occupancy levels are up to 75%. If more beds are occupied, the number of vaccinated employees permitted to come to offices should be slashed to 30%, it proposed. Similarly, Ficci has proposed a four-tier graded action plan, under which educational institutions are closed only if infections enter the high-risk zone where 60% hospital beds are occupied and the current active cases are over 250% of the second wave peak. “We have recommend not having any distinction between essential and non-essential activities, and also an overarching criteria of no hindrance to industrial activity if 75% of a unit’s workforce is fully vaccinated,” wrote Ficci president Sanjiv Mehta to commerce and industry minister Piyush Goyal.
But several of the proposals are linked to vaccination. For instance, allowing only two vaccinated passengers in cabs and three-wheelers in case of medium risk scenario with 40-60% bed occupancy in hospitals or 150-250% active cases compared to second wave peak. Businesses have argued that the switch-on, switch-off policy linked to the number of positive cases was hurting the economy. and a micro-containment strategy will be more beneficial.
For sectors such as construction, which are hit hard, CII has proposed fully-vaccinated workers be allowed on-site even if hospital occupancy levels are over 50%.
Besides, it has said that the micro-containment strategy at mohalla or village levels should be dynamic, and the entire district should not be subjected to restrictions.
