Arjun Rampal and Diljit Dosanjh’s film Ghallughara gets A certificate with 21 cuts from the CBFC | Hindi Movie News – Times of India
The CBFC prefaced cuts to the film basis the guidelines for film certification, stating that certain parts of the film and dialogues are provocative, communal, incite violence, and may potentially radicalise Sikh youth, affect the integrity, and sovereignty of India, and its friendly relations with foreign states. They have directed the removal of some dialogues, the disclaimer of the film and its title.
Being aggrieved by the cuts granted by CBFC, RSVP Movies (Unilazer Ventures) filed an appeal before the Bombay High Court under Section 5C of the Cinematograph Act, challenging the cuts on the ground of being violative of Article 19(1)(a) of the Constitution of India and the cuts prescribed fall outside the scope of Section 5B of the Cinematograph Act.
The matter has been placed for hearing on 14th July, 2023 before Hon’ble Justice RI Chagla at 2:30 pm.
It is pertinent to note that the film had initially been submitted to the CBFC for certification in December 2022. However, certification was severely delayed and even after over three months having elapsed, there was no response from CBFC. RSVP had filed a writ petition before Bombay High Court in May 2023 seeking directions against the CBFC, to decide the application for certification. During the hearing, the CBFC stated that a decision regarding certification of the film would be received by 26th May, 2023.
However, the decision that was ultimately received proposed several cuts/modifications to the film. As such, the appeal under Section 5C of the Cinematograph Act was filed before Bombay High Court, opposing all the modifications given by CBFC, which is currently pending.
